The first is because all Vital Records, which include marriage records and divorce records, as well as birth and death records, are maintained by the Alabama Department of Public Health – and only them. The second is that some Vital Records, such as marriage records and divorce certificates, are freely available to anyone in Alabama at any time so long as you are willing to pay a small fee.
